RAPS is short for Regional Animal Protection Society, a registered charity and operator of a sanctuary which houses and cares for nearly 500 homeless or abandoned cats in Richmond, BC, Canada. The Neko Files is a celebration of the sanctuary and all those who live and work there.

Chinook
Like Adam, Moe and others, Chinook started off at the No. 5 Rd. shelter but was moved to the sanctuary due to a lack of room.
Unlike some of the more friendly, adopt-me-adopt-me cats that came with him, though, Chinook was a bit more uncertain about humans when he was at 5 Rd. and wouldn't let people touch him.
In his case, perhaps a some time at the sanctuary is just what he needs, giving him a chance to get to know us at a pace he feels comfortable with.
